  Our party system ensures that party candidates pass a kind of performance test before being elected. The Chinese may favor a written examination, but we test the real-world performance of candidates. In order for someone to be nominated by a party, he or she has engage a lot of people for that nomination. To win a primary election, the candidate must organize a campaign and convince a lot of people to donate a lot of money to pay for spreading the candidate's message. In the general election the candidate must face a new round of similar challenges. Before ever getting elected to a political office, the candidate must successfully use political skills. Many think that this system is a good sort of test. Admittedly, the debates are on the unimportant issues and the voters make poor choices, so it isn't a great system. But one could argue that a written examination could be tailored to excluded qualified candidates with ideas that challenge those currently in power.
